Agents must be Platinum members of HAR to participate in customer satisfaction ratings. Even among Platinum Agents, not all agents chose to participate in the customer satisfaction ratings on HAR but some will have other reviews other places. The good thing about HAR is that agents that choose to participate must send a survey to every single closed sale or lease. They can't pick and choose which ones to send a survey to. If the agent participates, they should send a survey shortly after closing otherwise there is a HAR phone number on the agent's reviews that you may call if you did not receive one.
Review requests are triggered by a closed transaction and an email with review questionnaire is sent to agent’s client (whichever party the agent represented- whether it was a buyer or a seller) after transaction closes. If you had not been represented by the agent, you will not receive the review request or be given an option to leave a review. Also, as my colleague suggested- some agents opt out of the ratings, so even if you were represented by the agent whom you wish to leave the review for, you won’t be able to, if this agent is not participating in that program.

It appears that your agent has to opt-in to the client experience rating program. Upon their decision to actively participate in this program they can submit your name and contact information. HAR will email you a questionnaire in which you can write in comments. You could also visit their HAR agent profile page and submit a questionnaire on a transaction they helped you with. But again, they must opt-in to the client experience program. I hope this helps.
