Can I file a complaint against an agent for not fullfilling their HAR duties and changing an Active listing to Pending?

I had a client of mine visit a property today that was listed on HAR as active.  An appointment was required, so after I hear back from CSS everything was good to go.  We look at the property and my client is interested in making an offer on the property.  I contact the listing agent and he tells me "we accepted an offer on that property last week."  When I asked why the listing wasn''t updated, he stated that he hasn''t had time to update it.  I had to tell my client that that they accepted an offer on it last week even though it is still showing as active.  Can I file a complaint with HAR on this issue?  I feel like my client and I just wasted our time going to view a property that was already under contract.

Agents generally have 3 days to change the status. Some agents inappropriately will not change the status until all signatures and checks are received. Not all executed contracts end in a sold listing. Also, viewing several homes has dual purpose for your buyers as well. It helps solidify their likes and dislikes in the homebuying game.

Yes, you can report violations. 
9.1 Violation of Rules and Regulations: A rule violation may be submitted to the MLS Department in one of the following ways:
a. in writing (fax, email or mail), with dated MLS Translation attached, or generated by the MLS computer,
b. by phone (if MLS number is known), or
c. by the MLS Department pursuant to it’ s automated quality assurance computer process.
