who is responsible to deliver the residential inventory and condition form

The tenant\'s agent should provide the tenant with an inventory condition form, but I routinely send it to the tenant even if I\'m the listing agent so I know that they\'ve received it. Since I\'m frequently the one to write the lease, it\'s easy to just include it on zip forms.
