The section number followed behind the subdivision legal description describes the Section which that home is located when the builder built the home i.e. Section 1, Section 2 and so on.

Neighborhoods are built in sections, usually taking a few months to a year to complete when listing the sec on the MLS it can tell you the differences between price range and standard features in the homes. It can be important to agents when doing comps, a property in sec 1 might not be a good comp for a property in sec 10. It is used more by the agents than the public. In years past the MLS was not available to the public so much of what the public sees may have no importance at all when selecting homes to view.
If you're referring to sections of neighborhoods, Section 2 would be the second section developed by a builder or developer for new homes of a particular subdivision. It is part of the legal description of the property for sale, which also includes the lot and block.
