Houston has been a great place for affordable housing. We are well ahead of many cities on affordable housing. Of course it does depend on the area you are looking in.
Many time you need to weigh cost vs time and gas if you are looking to buy or rent close or further from where you work. Depending on what part of Houston you are looking, as different areas have different programs. First step is to work with a lender that has access to grants and Realtor Designated as an Affordable Home Specialist to guide you thru the process. You can Search by designation and zip code on HAR..

Not sure of what exactly you are looking for but if you want to buy a new home I can direct you to the most affordable around Houston. Price will start at about 175,000.00. There are many programs for assistance including downpayment aid.
