VA loan question about qualifying

My father in law (who lives with us) would like to use his VA loan to purchase a house for all of us to live in. We pay all the bills. Is it possible to add our income to his since we are all in the same house? (sorry if this doesn't make sense)

As many have stated, I agree that the best place to go is to a mortgage lender.
