Reviewing low quality neighbors isn't the point of this review, but Elan isn't very helpful when it comes to mediating between neighbors who want to enjoy peace and quiet and neighbors that want to blast music at teeth rattling volume into 4am to celebrate a game or minor holiday.
Management tries to be helpful, but it's clear that their maintenance team operates on their own timeframe and logic. Rather than replace a $80 wear part on an appliance and get it working again same day, they'd rather order a replacement appliance for full price and make you wait 2 weeks. The lease is very clear that you can't do your own maintenance, qualified or otherwise.
Be very diligent during move in, because again, maintenance seems to operate on their own logic and their own time. Document everything, go through your apartment with a fine tooth comb because there WILL be unresolved issues from the previous tenant you need to document.
The apartment itself seems fine, clean, no pest problems. Not a lot of straight surfaces or level walls, but you get what you pay for.
