How can I find out what a property is worth in a past year for cost basis for an estate?

I recommend getting an retrospective appraisal.

I wonder how the home value is appraised? If the neighborhood has not had any sales recently. What does the appraiser base their value on?

When appraising new construction homes where there aren't any closed sales in the subdivision, appraisers use several approaches to estimate the property's value: 1-Cost approach* 2-Sales Comparison Approach* We may use comparable sales from nearby neighborhoods in addition to considering Pre-sales and pending sales.

New carpeting in one room alone was $1500.

Also, look at the condition and quality rating in the report. If the appraiser undervalued improvements, you could also address this in your request for reconsideration of value. Provide documentation, such as receipts or invoices, to show the actual cost of the improvements and argue that they should be considered in the home's appraisal value. Remember that appraisals are subjective, and appraisers may have different opinions on the value of specific features or improvements. While you can dispute an appraisal and provide additional information, there's no guarantee that the appraiser will adjust their valuation. If you are unable to resolve the issue, you may need to consider other options, such as finding a new buyer or renegotiating the purchase price.
