A native of Washington D.C., Victor Lofinmakin spent most of his early years in Lagos State, Nigeria, West Africa. He lived in Lagos until he was 16 years old, when he moved to Houston, Texas and enrolled at the University of Houston. Upon graduation from University of Houston in 2002, he enlisted in the US Navy as an Air Traffic Controller on July 28, 2003. He was selected for Officer Candidate School and commissioned as an Ensign with a designator as a Supply Corps Officer in Pensacola, Florida in July of 2005.
