Can an above the garage apartment be considered in the living space?

I have a new build home that has a detached garage and a completed apartment above it and need to know if it's considered in the living square footage. The completed apartment has a kitchenette and full restroom.

Yes! This would be considered a living space.

Yes. It's living Space. And appraiser look at their condition and requirements like Window, Closet , and door on Bed room as well as condition of the home.

I will not be redundant, as the big part of your question has been answered. The square footage from the detached garage apartment will not be added to the square footage of the main dwelling. Just FYI in case this comes up.

If the garage apartment is detached to the home it would not be considered as living space. If the garage apartment is fully functional the garage apartment would be considered as separate living space.

Yes, if there is air conditioning and windows, it will be considered livable space. This can be known as an accessory dwelling unit, also know as a "secondary dwelling unit" by Houston code. The cost of this dwelling will be determined by an appraiser, based on the nearby comps and how they are valued in the area your listing is located in.

It would not be considered by any appraiser as the same value per square foot like the main home. However they will give credit for an additional quarters. Think of it the same like a "Casita". You receive value, but not the same as the main home. Anytime you go from one building to another and HVAC does not continue to the other space(ie, hallway etc), it then becomes "a second living space" (at a discounted ppsf)
