Choosing the best possible elementary school is critical to a child’s foundational development. In Texas, public school districts adopt curriculum standards set by the State Board of Education. The current standards, called Texas Essential Knowledge and Skills, outline what students should be able to learn and do in each course or grade. When we compared Woodcreek Elementary School, which is a part of KATY ISD, with Zelma Hutsell Elementary School, which is a part of KATY ISD, we noted a big difference in ratings.
Woodcreek Elementary School has a regular student population of 1,314 with a 15.7 students/teacher ratio while Zelma Hutsell Elementary School has 787 students and a student-teacher ratio of 11.1 students/teacher ratio.
Woodcreek Elementary School performed excellent to earn a State accountability rating of A (90-100) based on three domains: student achievement, school progress and closing the gaps. Scores are scaled from 0 to 100 to align with letter grades. The school scored 95 in student achievement, 93 in school progress and an impressive100 in closing performance gaps. It scored 97 overall in post-secondary readiness, a broad term that refers to student preparedness to undertake multiple pathways after graduation, or specifically, their preparedness for college education.
On the other hand, Zelma Hutsell Elementary School earned a State accountability rating of C. The school posted 72 in student achievement, 79 in school progress, 76 in closing performance gaps and 78 overall in post-secondary readiness.
A distinction designation acknowledges districts and campuses for outstanding achievement based on the outcomes of several performance indicators. Distinction designations are awarded for achievement in several areas and are based on performance relative to a group of campuses of similar type, size, grade span, and student demographics.
Woodcreek Elementary School's two out of seven distinctions are in post-secondary and 25% closing performance gaps. Zelma Hutsell Elementary School did not earn any distinction.
Based on Racial/Ethnic Groups, Whites or Caucasians comprise the biggest group at Woodcreek Elementary School. They make up for 36.53% of student population, followed by Asians (31.28%), Hispanics (14.84%), African Americans (10.35%), Two or More Races (6.77%) and Native Americans (0.15%).
At Zelma Hutsell Elementary School, Hispanics make up 67.60% of student population, followed by Whites or Caucasians (23.00%), African Americans (5.59%), Two or More Races (3.43%) and Asians (0.25%). There is no Native Americans student in the school.
Based on household incomes, the Woodcreek Elementary School’s economically disadvantaged students is significantly lower at 16.67% compared to 71.66% at Zelma Hutsell Elementary School.
In terms of Limited English Proficiency (LEP), a term used in the United States that refers to a person who is not fluent in the English Language, mainly because it is not their native language, Woodcreek Elementary School has 268 English Language Learners or ELLS or about 20.40% of student population. Zelma Hutsell Elementary School has significantly more ELLs at 364 or about 46.25% of student population.
Woodcreek Elementary School’s bilingual students comprise 20.09%, gifted and talented students, 7.38%, while 12.63% are in the special education program. Zelma Hutsell Elementary School bilingual students comprise 46.25%, gifted and talented students, 2.54%, and 21.35% are in the special education program.

The 71 teachers at Zelma Hutsell Elementary School have been serving the school for an average of 8.5 years with individual teaching experience averaging 13.3 years.
