Choosing the best possible elementary school is critical to a child’s foundational development. In Texas, public school districts adopt curriculum standards set by the State Board of Education. When we compared Whidby Elementary School, which is a part of HOUSTON ISD, with Ray Daily Elementary School, which is a part of HOUSTON ISD, we noted a slight difference in ratings.
Whidby Elementary School has a regular student population of 413 with a 15.3 students/teacher ratio while Ray Daily Elementary School has 785 students and a student-teacher ratio of 18 students/teacher ratio.
Whidby Elementary School earned a State accountability rating of B (80-89) based on three domains: student achievement, school progress and closing the gaps. Scores are scaled from 0 to 100 to align with letter grades. The school scored 65 in student achievement, 92 in school progress and 75 in closing performance gaps. It scored 87 overall in post-secondary readiness, a broad term that refers to student preparedness to undertake multiple pathways after graduation, or specifically, their preparedness for college education.

A distinction designation acknowledges districts and campuses for outstanding achievement based on the outcomes of several performance indicators. Distinction designations are awarded for achievement in several areas and are based on performance relative to a group of campuses of similar type, size, grade span, and student demographics.
It is in this area where the two schools differ. Whidby Elementary School’s only distinction designation is in Comparative Academic Growth. Ray Daily Elementary School's five out of seven distinctions are in Mathematics, Science, post-secondary, with 25% student progress and 25% closing performance gaps.
Based on Racial/Ethnic Groups, the dominant group in Whidby Elementary School is African Americans who make up nearly 70.46% of student population, followed by Hispanics (23.00%), Whites or Caucasians (3.39%), Asians (1.45%) and Two or More Races (1.45%). There is no Native Americans student in the school.
The student population at Ray Daily Elementary School is also predominantly by Hispanics at 38.34%, followed by African Americans (33.25%), Whites or Caucasians (12.10%), Asians (11.46%), Two or More Races (4.08%) and Native Americans (0.51%).
Based on household incomes, Whidby Elementary School’s economically disadvantaged students is significantly higher at 92.74% compared to 66.62% at Ray Daily Elementary School.
In terms of Limited English Proficiency (LEP), a term used in the United States that refers to a person who is not fluent in the English Language, mainly because it is not their native language, Whidby Elementary School has 72 English Language Learners or ELLS or about 17.43% of student population. Ray Daily Elementary School has significantly more ELLs at 276 or about 35.16% of student population.
In addition, Whidby Elementary School has 20.82% bilingual students, 3.39% are in the gifted and talented program, while 5.81% are in the special education program. This stacks up against Ray Daily Elementary School with 36.69% bilingual students, 8.03% gifted and talented students and 5.22% students in the special education program.
