Choosing the best possible elementary school is critical to a child’s foundational development. In Texas, public school districts adopt curriculum standards set by the State Board of Education. The current standards, called Texas Essential Knowledge and Skills, outline what students should be able to learn and do in each course or grade. The curriculum is structured around the fundamentals of mathematics, science, social studies, language arts, music and reading.
When we compared Twain Elementary School, which is a part of HOUSTON ISD, with Garcia Elementary School, which is a part of HOUSTON ISD, we noted a slight difference in ratings.
Twain Elementary School has a regular student population of 851 with a 18.1 students/teacher ratio while Garcia Elementary School has 383 students and a student-teacher ratio of 16.6 students/teacher ratio.
Twain Elementary School performed excellent to earn a State accountability rating of A (90-100) based on three domains: student achievement, school progress and closing the gaps. Scores are scaled from 0 to 100 to align with letter grades. The school scored 94 in student achievement, 91 in school progress and 94 in closing performance gaps. It scored 94 overall in post-secondary readiness, a broad term that refers to student preparedness to undertake multiple pathways after graduation, or specifically, their preparedness for college education.
On the other hand, Garcia Elementary School earned a State accountability rating of B. The school posted 65 in student achievement, 94 in school progress, 76 in closing performance gaps and 89 overall in post-secondary readiness.
A distinction designation acknowledges districts and campuses for outstanding achievement based on the outcomes of several performance indicators. Distinction designations are awarded for achievement in several areas and are based on performance relative to a group of campuses of similar type, size, grade span, and student demographics.
It is in this area where the two schools differ. Except for Science, Twain Elementary School earned one out of seven distinctions. Garcia Elementary School's two out of seven distinctions are in Science and with 25% student progress.
Based on Racial/Ethnic Groups, Whites or Caucasians comprise the biggest group at Twain Elementary School. They make up for 41.60% of student population, followed by Hispanics (22.44%), Asians (18.21%), African Americans (11.28%), Two or More Races (6.23%) and Native Americans (0.24%).
At Garcia Elementary School, Hispanics make up 72.06% of student population, followed by African Americans (25.85%), Asians (1.04%), Whites or Caucasians (0.52%), Native Americans (0.26%) and Two or More Races (0.26%).
Based on household incomes, the Twain Elementary School’s economically disadvantaged students is significantly lower at 16.57% compared to 98.69% at Garcia Elementary School.
In terms of Limited English Proficiency (LEP), a term used in the United States that refers to a person who is not fluent in the English Language, mainly because it is not their native language, Twain Elementary School has 132 English Language Learners or ELLS or about 15.51% of student population. Garcia Elementary School has significantly more ELLs at 162 or about 42.30% of student population.
Twain Elementary School’s bilingual students comprise 26.79%, gifted and talented students, 34.08%, while 6.70% are in the special education program. Garcia Elementary School bilingual students comprise 42.56%, gifted and talented students, 5.22%, and 8.36% are in the special education program.
47 teachers employed at Twain Elementary School have been teaching in the school for an average of about 11.9 years with individual teaching experience averaging 15.6 years. The 23 teachers at Garcia Elementary School have been serving the school for an average of 10.2 years with individual teaching experience averaging 13.4 years.
Of its teaching staff, Twain Elementary School no teacher serving the school for over 30 years, has 16 teachers serving the school for 20-30 years, 16 teachers have worked for 11-20 years, ten teachers have worked for 6-10 years, while four teachers have been serving the school for over 1-5 years, including one beginning teacher only. Garcia Elementary School has one teacher only serving the school for over 30 years, has five teachers serving the school for 20-30 years, seven teachers have worked for 11-20 years, seven teachers have worked for 6-10 years, while two teachers have been serving the school for over 1-5 years, including one beginning teacher only.
In both schools, female teachers outnumber the male teachers. At Twain Elementary School there are 41 female teachers and six male teachers. Of its teaching staff, six teachers are aides or paraprofessionals. In addition to its teaching staff, the school has one staff members in the school administration department and five more working as school support staff.
