Choosing the best possible elementary school is critical to a child’s foundational development. In Texas, public school districts adopt curriculum standards set by the State Board of Education. When we compared Simms Elementary School, which is a part of TEXAS CITY ISD, with Heights Elementary School, which is a part of TEXAS CITY ISD, we noted a slight difference in ratings.
Simms Elementary School has a regular student population of 494 with a 15.7 students/teacher ratio while Heights Elementary School has 342 students and a student-teacher ratio of 13.9 students/teacher ratio.

Distinction designations are awarded for achievement in several areas and are based on performance relative to a group of campuses of similar type, size, grade span, and student demographics.
Heights Elementary School's five out of seven distinctions are in Reading/English Language Arts (ELA), Mathematics, post-secondary, with 25% student progress and 25% closing performance gaps. Simms Elementary School has no distinction.
Based on Racial/Ethnic Groups, African Americans comprise the biggest group at Simms Elementary School. They make up for 64.17% of student population, followed by Hispanics (21.86%), Whites or Caucasians (8.70%), Two or More Races (4.86%), Asians (0.20%) and Native Americans (0.20%).
The student population at Heights Elementary School is also predominantly by Hispanics at 53.51%, followed by Whites or Caucasians (22.51%), African Americans (17.84%), Two or More Races (5.56%), Asians (0.29%) and Native Americans (0.29%).
Based on household incomes, Simms Elementary School’s economically disadvantaged students is higher at 92.51% compared to 91.23% at Heights Elementary School.
In terms of Limited English Proficiency (LEP), a term used in the United States that refers to a person who is not fluent in the English Language, mainly because it is not their native language, Simms Elementary School has 8 English Language Learners or ELLS or about 1.62% of student population. Heights Elementary School has significantly more ELLs at 87 or about 25.44% of student population.
Simms Elementary School’s bilingual students comprise 1.62%, gifted and talented students, 3.04%, while 20.65% are in the special education program. Heights Elementary School bilingual students comprise 23.10%, gifted and talented students, 2.05%, and 19.30% are in the special education program.
