Choosing the best possible elementary school is critical to a child’s foundational development. In Texas, public school districts adopt curriculum standards set by the State Board of Education. The current standards, called Texas Essential Knowledge and Skills, outline what students should be able to learn and do in each course or grade. The curriculum is structured around the fundamentals of mathematics, science, social studies, language arts, music and reading.
When we compared Elmore Elementary School, which is a part of HOUSTON ISD, with Moreno Elementary School, which is a part of HOUSTON ISD, we noted that the two schools are on opposite ends of the ratings spectrum.
Elmore Elementary School has a regular student population of 570 with a 17.2 students/teacher ratio while Moreno Elementary School has 702 students and a student-teacher ratio of 18 students/teacher ratio.
Elmore Elementary School not rated a State accountability rating of Not Rated: SB 1365 (Not Rated per SB 1365) based on three domains: student achievement, school progress and closing the gaps. Scores are scaled from 0 to 100 to align with letter grades. The school scored 50 in student achievement, 67 in school progress and 66 in closing performance gaps. It scored 67 overall in post-secondary readiness, a broad term that refers to student preparedness to undertake multiple pathways after graduation, or specifically, their preparedness for college education.
On the other hand, Moreno Elementary School performed excellent to earn a State accountability rating of A. The school posted 82 in student achievement, 94 in school progress, 100 in closing performance gaps and 96 overall in post-secondary readiness.
A distinction designation acknowledges districts and campuses for outstanding achievement based on the outcomes of several performance indicators. Distinction designations are awarded for achievement in several areas and are based on performance relative to a group of campuses of similar type, size, grade span, and student demographics.
Moreno Elementary School's six out of seven distinctions are in Reading/English Language Arts (ELA), Mathematics, Science, post-secondary, with 25% student progress and 25% closing performance gaps. Elmore Elementary School has no distinction.
Based on Racial/Ethnic Groups, Hispanics comprise the biggest group at Elmore Elementary School. They make up for 57.37% of student population, followed by African Americans (40.88%), Whites or Caucasians (0.88%), Two or More Races (0.70%) and Asians (0.18%). There is no Native Americans student in the school.
At Moreno Elementary School, Hispanics make up 97.15% of student population, followed by African Americans (1.57%), Whites or Caucasians (0.71%), Asians (0.28%), Native Americans (0.14%) and Two or More Races (0.14%).
Based on household incomes, the Elmore Elementary School’s economically disadvantaged students is lower at 97.72% compared to 99.57% at Moreno Elementary School.
In terms of Limited English Proficiency (LEP), a term used in the United States that refers to a person who is not fluent in the English Language, mainly because it is not their native language, Elmore Elementary School has 230 English Language Learners or ELLS or about 40.35% of student population. Moreno Elementary School has significantly more ELLs at 474 or about 67.52% of student population.
In addition, Elmore Elementary School has 38.77% bilingual students, 0.88% are in the gifted and talented program, while 10.35% are in the special education program. This stacks up against Moreno Elementary School with 67.95% bilingual students, 3.99% gifted and talented students and 5.98% students in the special education program.
