Choosing the best possible elementary school is critical to a child’s foundational development. In Texas, public school districts adopt curriculum standards set by the State Board of Education. When we compared Charles Rice Learning Center, which is a part of DALLAS ISD, with Paul L Dunbar Learning Center, which is a part of DALLAS ISD, we noted a slight difference in ratings.
Charles Rice Learning Center has a regular student population of 470 with a 16 students/teacher ratio while Paul L Dunbar Learning Center has 497 students and a student-teacher ratio of 14.4 students/teacher ratio.

Charles Rice Learning Center's five out of seven distinctions are in Reading/English Language Arts (ELA), Mathematics, Science, post-secondary and 25% closing performance gaps. Paul L Dunbar Learning Center’s three out of seven distinctions are in Reading/English Language Arts (ELA), Science and post-secondary.
Based on Racial/Ethnic Groups, the dominant group in Charles Rice Learning Center is African Americans who make up nearly 81.49% of student population, followed by Hispanics (14.89%), Whites or Caucasians (1.70%), Two or More Races (1.28%) and Native Americans (0.43%). There is no Asians student in the school.
At Paul L Dunbar Learning Center, African Americans make up 67.81% of student population, followed by Hispanics (27.16%), Whites or Caucasians (2.21%), Two or More Races (2.21%), Native Americans (0.40%) and Asians (0.20%).
Based on household incomes, the Charles Rice Learning Center’s economically disadvantaged students is lower at 96.38% compared to 96.58% at Paul L Dunbar Learning Center.
In terms of Limited English Proficiency (LEP), a term used in the United States that refers to a person who is not fluent in the English Language, mainly because it is not their native language, Charles Rice Learning Center has 46 English Language Learners or ELLS or about 9.79% of student population. Paul L Dunbar Learning Center has significantly more ELLs at 117 or about 23.54% of student population.
Charles Rice Learning Center’s bilingual students comprise 7.02%, gifted and talented students, 13.62%, while 8.30% are in the special education program. Paul L Dunbar Learning Center bilingual students comprise 21.93%, gifted and talented students, 9.86%, and 10.46% are in the special education program.
