Choosing the best possible elementary school is critical to a child’s foundational development. In Texas, public school districts adopt curriculum standards set by the State Board of Education. The current standards, called Texas Essential Knowledge and Skills, outline what students should be able to learn and do in each course or grade. The curriculum is structured around the fundamentals of mathematics, science, social studies, language arts, music and reading.
When we compared Charles Rice Learning Center, which is a part of DALLAS ISD, with B H Macon Elementary School, which is a part of DALLAS ISD, we noted a slight difference in ratings.
Charles Rice Learning Center has a regular student population of 470 with a 16 students/teacher ratio while B H Macon Elementary School has 502 students and a student-teacher ratio of 16 students/teacher ratio.
Charles Rice Learning Center earned a State accountability rating of B (80-89) based on three domains: student achievement, school progress and closing the gaps. Scores are scaled from 0 to 100 to align with letter grades. The school scored 77 in student achievement, 86 in school progress and 87 in closing performance gaps. It scored 85 overall in post-secondary readiness, a broad term that refers to student preparedness to undertake multiple pathways after graduation, or specifically, their preparedness for college education.

A distinction designation acknowledges districts and campuses for outstanding achievement based on the outcomes of several performance indicators. Distinction designations are awarded for achievement in several areas and are based on performance relative to a group of campuses of similar type, size, grade span, and student demographics.
It is in this area where the two schools differ. Charles Rice Learning Center's five out of seven distinctions are in Reading/English Language Arts (ELA), Mathematics, Science, post-secondary and 25% closing performance gaps. B H Macon Elementary School’s only distinction designation is in Science.
Based on Racial/Ethnic Groups, the dominant group in Charles Rice Learning Center is African Americans who make up nearly 81.49% of student population, followed by Hispanics (14.89%), Whites or Caucasians (1.70%), Two or More Races (1.28%) and Native Americans (0.43%). There is no Asians student in the school.
At B H Macon Elementary School, Hispanics make up 87.05% of student population, followed by African Americans (10.16%), Whites or Caucasians (2.19%), Native Americans (0.40%) and Two or More Races (0.20%). There is no Asians student in the school.
Based on household incomes, Charles Rice Learning Center’s economically disadvantaged students is slightly higher at 96.38% compared to 92.23% at B H Macon Elementary School.
In terms of Limited English Proficiency (LEP), a term used in the United States that refers to a person who is not fluent in the English Language, mainly because it is not their native language, Charles Rice Learning Center has 46 English Language Learners or ELLS or about 9.79% of student population. B H Macon Elementary School has significantly more ELLs at 335 or about 66.73% of student population.
In addition, Charles Rice Learning Center has 7.02% bilingual students, 13.62% are in the gifted and talented program, while 8.30% are in the special education program. This stacks up against B H Macon Elementary School with 62.75% bilingual students, 18.92% gifted and talented students and 15.14% students in the special education program.

The 31 teachers at B H Macon Elementary School have been serving the school for an average of 10.9 years with individual teaching experience averaging 12.9 years.
Of its teaching staff, Charles Rice Learning Center has eight teachers serving the school for over 30 years, has five teachers serving the school for 20-30 years, five teachers have worked for 11-20 years, five teachers have worked for 6-10 years, while six teachers have been serving the school for over 1-5 years, and school has no beginning teacher. B H Macon Elementary School has three teachers serving the school for over 30 years, has two teachers serving the school for 20-30 years, 12 teachers have worked for 11-20 years, seven teachers have worked for 6-10 years, while five teachers have been serving the school for over 1-5 years, including two beginning teachers.
In both schools, female teachers outnumber the male teachers. At Charles Rice Learning Center there are 26 female teachers and two male teachers.
