Choosing the best possible elementary school is critical to a child’s foundational development. In Texas, public school districts adopt curriculum standards set by the State Board of Education. When we compared Blackshear Elementary School, which is a part of HOUSTON ISD, with Herrera Elementary School, which is a part of HOUSTON ISD, we noted a slight difference in ratings.
Blackshear Elementary School has a regular student population of 289 with a 13.1 students/teacher ratio while Herrera Elementary School has 811 students and a student-teacher ratio of 15.9 students/teacher ratio.
Blackshear Elementary School performed excellent to earn a State accountability rating of A (90-100) based on three domains: student achievement, school progress and closing the gaps. Scores are scaled from 0 to 100 to align with letter grades. The school scored 72 in student achievement, 96 in school progress and 78 in closing performance gaps. It scored 91 overall in post-secondary readiness, a broad term that refers to student preparedness to undertake multiple pathways after graduation, or specifically, their preparedness for college education.

A distinction designation acknowledges districts and campuses for outstanding achievement based on the outcomes of several performance indicators. Distinction designations are awarded for achievement in several areas and are based on performance relative to a group of campuses of similar type, size, grade span, and student demographics.
It is in this area where the two schools differ. Blackshear Elementary School's five out of seven distinctions are in Mathematics, Science, post-secondary, with 25% student progress and 25% closing performance gaps. Herrera Elementary School’s only distinction designation is in Science.
Based on Racial/Ethnic Groups, the dominant group in Blackshear Elementary School is African Americans who make up nearly 87.20% of student population, followed by Hispanics (10.38%), Whites or Caucasians (1.73%) and Two or More Races (0.69%). There is no Asians and Native Americansstudents in the school.
At Herrera Elementary School, Hispanics make up 96.55% of student population, followed by Whites or Caucasians (1.97%) and African Americans (1.48%). There is no Asians, Native Americans and Two or More Racesstudents in the school.
Based on household incomes, Blackshear Elementary School’s economically disadvantaged students is higher at 99.65% compared to 99.63% at Herrera Elementary School.
In terms of Limited English Proficiency (LEP), a term used in the United States that refers to a person who is not fluent in the English Language, mainly because it is not their native language, Blackshear Elementary School has 15 English Language Learners or ELLS or about 5.19% of student population. Herrera Elementary School has significantly more ELLs at 372 or about 45.87% of student population.
In addition, Blackshear Elementary School has 5.19% bilingual students, 1.04% are in the gifted and talented program, while 8.30% are in the special education program. This stacks up against Herrera Elementary School with 48.21% bilingual students, 8.51% gifted and talented students and 8.14% students in the special education program.
