Who Pays for the Pipes?

Last week, Texas experienced a winter storm that produced below freezing temperatures throughout the state for consecutive days.  Due to the severe temperatures, our power grid froze and had to be shut down to protect it from collapsing completely.  

Texans spent days in their homes with no power or heat and unfortunately, the lack of heat caused pipes to freeze inside of homes.  Thousands of people are now dealing with water damage and plumbing repairs.  

But what if you are a tenant?  Who pays for pipes to be fixed?  Who pays for the damage to personal belongings?  With regard to your belongings, those should be covered by renter's insurance.  But the pipes are a different matter.  Read this ARTICLE for more clarification about the remedies renters have when damage is done to their home.
