When I sit down with a veteran buying a home in the Houston area, I ask one question early: "Has anyone shown you both of your loan benefits?" Almost every time, the answer is no. They know about the VA loan. They've never heard of the second one -- and it's been sitting in Austin with their name on it since 1983.
The federal benefit most people know: no down payment, no monthly mortgage insurance, and competitive rates, guaranteed by the VA and originated through a regular lender. Instead of monthly mortgage insurance there's a one-time funding fee -- and if you carry a service-connected disability rating of 10% or more, that fee is waived entirely. Veterans with full entitlement have no loan limit at all; the lender's underwriting sets the ceiling. Texas is the only state with its own veteran home-lending program -- the Veterans Land Board's Housing Assistance Program. It offers a below-market fixed rate that resets every Monday, loans up to $832,750, and an extra rate discount if your VA disability rating is 30% or greater. Here's the part almost nobody mentions: Texas National Guard members and reservists with 20 qualifying years are eligible on state service alone -- including some who don't meet the federal VA's thresholds. If you've been told "you don't qualify," the state program may still be open to you.
The two aren't rivals. You apply through a VLB participating lender, and the smart move is simple: the same week you get pre-approved, have the lender quote your VA option and the VLB rate side by side. Because the VLB rate resets weekly, the winner can change from one week to the next -- so we check both, every time, and take whichever puts more house in your budget.
