Is the Houston $125K Down Payment Assistance Program Real?
Yes! and it is in full effect! We have a few clients that have been approved for the Harvey Program 2.0. The current cycle started summer 2025 and continues to receive hundreds of applications a month.
What is Down Payment Assistance and Why Does It Matter?
One of the biggest obstacles to buying a home is the upfront cost. Even with steady income, saving for a down payment (typically between 3% and 20% of a home’s purchase price) can take years. Down payment assistance (DPA) programs help reduce the amount of cash needed at closing and can lower monthly payments, making homeownership more accessible.
In Houston, DPA programs are structured as zero-interest loans that are fully forgiven after a required compliance period, usually five (5) and ten (10) years. This helps reduce risk for buyers while ensuring funds are used for eligible home purchases. The goal of the program is to provide assistance to first-time homebuyers who would otherwise be unable to purchase a home on their own.
Harvey Homebuyer Assistance Program 2.0 (HbAP 2.0)
The Harvey Homebuyer Assistance Program 2.0 was created to support Houstonians who lived within the City of Houston during Hurricane Harvey in August 2017. The program is open to both first-time homebuyers and existing homeowners whose properties were damaged by the storm.

Steps to Apply and The Typical Process
Applying for DPA programs involves submitting documents, signing an application with the city and scheduling additional inspections. This can add weeks to the normal home buying process, but is required to receive Down Payment Assistance. In all, the process can take over a year, but an experienced realtor can shorten this time significantly. This is what the typical process would look like:
- Receive a pre-approval for a mortgage from a lender and complete the homebuyer education course.
- Complete an initial application for the DPA program and submit required documents.
- The city or county will review the application and request any additional documents
- Receive a conditional reservation letter from the city confirming qualification for DPA funds.
- Identify a home eligible for the program and sign an initial contract for purchase.
- Schedule additional inspections as required by the DPA program.
- Close the loan. Assistance funds are forwarded to the title company at closing.
- Keep the home as your primary residence for the duration of your compliance period.
Tips & Things to Watch Out For
DPA programs are complex and there are many pitfalls for those who are not careful. Here are some helpful tips:
- Compare program options to pick the one that gives you the most benefit. Many cities and counties outside of Houston offer similar programs.
- Program rules may change even during the application process, so always check the latest guidelines from the City's website.
- Ensure the home you pick will meet meets all inspection and environmental reviews. Prepare to make any repairs to bring the home to the condition required by the city.
- Stay in compliance once you have purchased the home. DPA comes in the form of forgivable loans. Leaving your home before the end of the compliance period can trigger repayment of the remaining part of the loan.
- Work with an experienced realtor familiar with the programs and their requirements. They can save you time and energy throughout the process from application to closing.
