Most Houston buyers who "can't afford a down payment" can afford a payment. What they are short on is cash at the table. Down payment assistance exists for that gap — and most people only know one program, if they know any.
The full stack is in my Houston down payment assistance guide. This is the HAR cut: what you actually qualify against, why good deals miss the money, and how TSAHC fits without treating it as the only tool.
This is general information, not lending or tax advice. Program rules, income limits, and funding change. A lender who actually originates these products has to confirm your file.
State programs (TSAHC and TDHCA) anchor most stacks. Municipal and county funds (City of Houston, Harris County, and some suburbs) come and go with budget cycles. Federal options matter for the right profile: VA, USDA in
Income limits by county and household size — Greater Houston's are more generous than the "only for low income" myth. Credit and DTI still matter (many TSAHC lenders want about 620 FICO; some FHA pairings go lower). Primary residence in Texas. And a HUD-approved homebuyer education course. Skip the course and the assistance dies late. Do it early.
Pre-approval has to be on a lender who actually closes DPA volume. A lender who "thinks we do that" is how files slip a week or lose a reservation when funds run thin mid-year. The buyer sequence around that letter is in the first-time Houston buyer guide and mortgage pre-approval notes.
Wrong lender. Late education certificate. Assuming dual-income households never qualify. Waiting until under contract to ask. Tryin
Do I have to be a first-time buyer?
Not for every program. Home Sweet Texas and several others take repeat buyers. Some "first-time" definitions also reopen if you have not owned in three years.
Is the assistance free money?
Grant versions often are — no repayment. Some options are second liens, sometimes forgivable after you live there a set period. Read the product you reserved, not a blog summary.
Can I use this on a new build?
Often yes, if the buyer, the loan type, and the property fit. Builder and lender coordination takes longer. Plan that into the option and closing timeline in the Houston buyer guide.

g to stack programs that cannot layer. Municipal funds that were open in March and paused by August.
When a stack works, cash to close can drop hard. When it does not, you still need a payment that fits a multi-year hold — especially in a market where the median is flat but segments are splitting. That context is in the mid-2026 market update. New construction can pair with DPA too; builder credits and assistance are different math — see Houston builder incentives.
After you close, the homestead filing is still the highest-value paperwork most owners skip. That is separate from DPA and still due: Texas homestead exemption.
outer pockets, and narrow HUD programs like Good Neighbor Next Door. Lender-specific DPA is real and often ignored.
TSAHC is the one people call "tea shack." It is a statewide nonprofit, not a bank. It pairs an approved lender's mortgage with down payment and closing help — often a grant up to about 5% of the loan amount. Heroes covers qualifying public-service roles; Home Sweet Texas is the broader path inside income limits. The dedicated walkthrough is TSAHC in Houston.
