I heard about a great program in which the State of Texas mandates the electric delivery companies to provide relief for the rising energy costs.  If you have a home that is not Energy Star rated, you can call 866-484-3519 to see if your home qualifies and get on the list for the FREE Energy Audit.  The audit is provided by Free Lighting Corporation, and is paid for by the electric provider for your area.

When they arrive at your home, and have gone over the details of what they are going to do, they will conduct a Blower Door test, which determines the rate at which air enters or leaves your home.  There will be a score that registers the rate, and if it is higher than the accepted amount, they go to work sealing, weather stripping, and caulking to bring that score down.

Another test that they conduct is a Duct Efficiency Test to measure the tightness of the duct system.  They will make repairs to this system as well.  After they have made improvements, they do the Blower Door test again.  If the score is not below the acceptable level, they go back to work.  The company does not get paid by the Electric Provider unless they do enough work to get the score to a set point.  The homeowner has to agree to allow an independent auditor to check the work if requested.  This keeps everyone honest.
