matters; (5) discussion about security personnel or devices; or (6) discussion of certain economic development

matters. The Commissioners Court may announce that it will go into executive session on any item listed on this

agenda if the subject matter is permitted for a closed session by provisions of chapter 551 of the Texas Government

Code.

a. Public Infrastructure

Recommendation that the Flood Control District be authorized to negotiate an

agreement with Terracon Consultants, Inc., to perform geotechnical engineering

services related to improvements at the Kuykendahl Road stormwater detention basin,

Unit P545-01-00 in Precinct 4.

b. Right of Way

1. Recommendation that the court approve resolutions and orders authorizing certain

projects, decrees of public necessity and convenience, acquisition of specific

properties on behalf of the county, and for appropriate officials to take necessary

actions to complete transactions for:

a. One revised tract from north of Little Cypress Creek to north of Grant Road for

the Cypress Rose Hill Road-5 project in Precincts 3 and 4.

b. One specific tract at 109 Hargrave Street in Pasadena for the Pasadena

Courthouse Annex project in Precinct 2.

c. Thirteen specific tracts from Bourgeois Road to Hollister Street for the West

Greens Road Segment B project in Precinct 4.

2. Recommendation that the court approve resolutions and orders authorizing the

county to purchase certain tracts for negotiated prices, and for appropriate officials

to take necessary actions to complete transactions for:

a. Tract 004 at 16406 Mueschke Road for the Mueschke Road-5 project in

Precinct 3 in the amount of $14,155, $2,438 over the appraised value.

b. Tract 009 at 16607 Mueschke Road for the Mueschke Road-5 project in

Precinct 3 in the amount of $12,809, $2,862 over the appraised value.

3. Recommendation for appropriate officials to take necessary actions to complete

transactions and that the court approve resolutions and orders declaring certain

tracts to be surplus property and authorizing the Flood Control District to sell to the

county:

a. Tracts 3-6, A, and B from Red Bluff Road to Fairmont Parkway for the Genoa

Red Bluff Road, Phase 3 project in Precinct 2 in the amount of $856,000.

b. Tract 2-1 at the north line of Genoa Red Bluff Road between Holly Bay Court

and Bluff Road for the Genoa Red Bluff Road, Phase 2 project in Precinct 2 in

the amount of $63.

4. Recommendation that the court approve a resolution and order authorizing the

Disaster Recovery-1606-040 project in Precinct 4, one specific tract in the

Woodland Trails West Subdivision, with decree of public necessity and

convenience to acquire specific property on behalf of the Flood Control District, to

provide landowner relocation assistance up to $22,500, and for appropriate officials

to take necessary actions to complete the transactions.

c. Construction Programs

1. Recommendation for approval of changes in contracts with:

a. J.T. Vaughn Construction, LLC, contractor for restoration of the 1910 Civil

Courthouse, resulting in an addition of $299 to the contract amount (08/0405-6).

b. Hoar Construction, LLC, contractor for the Harris County Plaza/Jury Assembly

Building, resulting in an addition of $48,371 to the contract amount (09/0051-2).

c. Crowley Company, Inc., contractor for Annex 42 county jail security system

upgrade, resulting in an addition of $304,877 to the contract amount (09/0130-1).

d. R&R "1818" Landscape, LP, contractor for mowing and maintenance of east

parks in Precinct 2, resulting in an addition of $1,640 to the contract amount

(08/0186-1).

e. Pace Services, LP, contractor for De Zavala Road culvert replacement at Unit

N101-00-00 in Precinct 2, resulting in an addition of $2,641 to the contract

amount (08/0575-2).

f. AAA Asphalt Paving, Inc., contractor for the Matzke Park proposed westside

parking lot in Precinct 4, adding two calendar days and resulting in an addition

of $7,122 to the contract amount (09/0259-2).

2. Recommendation for authorization to negotiate with:

a. HVJ Associates, Inc., for paving and drainage improvements to serve Genoa-

Red Bluff Road from Red Bluff Road to Fairmont Parkway in Precinct 2.

b. Geotest Engineering for paving and drainage improvements to serve Genoa-Red

Bluff Road from Beltway 8 to east of Pine Tree Drive in Precinct 2.

3. Recommendation for authorization to issue purchase orders for testing and

inspection services to:

a. Alliance Laboratories, Inc., in the amount of $130,161 for Morton Road from

Mason Road to west of Raintree Village Drive in Precinct 3.

b. Geotest Engineering in the amount of $126,973 for Cypress Rose Hill Road

paving and drainage from north of Manor Bend to north of Little Cypress Creek

in Precinct 3.

c. Terracon Consultants in the amount of $59,844 for Will Clayton Parkway from

west of South Houston Avenue to east of Wilson Road Station 0+00.00 to

Station 56+31.38 in Precinct 4.

4. Recommendation that the County Judge execute an amendment to an architectural

agreement with Morris Architects in the additional amount of $139,235 to provide

design services for abatement air monitoring, structural analysis, and archaeological

field work at the Iron Mountain storage facility.

5. Recommendation for authorization to reduce retainage by $14,805 for Hoar

Construction, LLC, for construction of the Transportation Plaza/Jury Assembly

Building.

6. Recommendation that the award for relocation of the generator from 330

Meadowfern Drive to 7701 Wilshire Place Drive in Precinct 4 be made to C.F.

McDonald Electric, Inc., lowest and best bid in the amount of $698,469, and for

appropriate officials to take necessary actions to complete the transaction.

d. Toll Road Authority

1. Recommendation that the court approve an agreement with Protiviti, Inc., in the

amount of $250,000 for project risk advisory services related to toll collection

systems procurement efforts, and for appropriate officials to take necessary actions

to complete the transaction.

2. Recommendation for authorization to seek bids beginning February 26, 2010 for

construction of Buffalo Bayou erosion control at the Sam Houston Tollway in

Precinct 3 at an estimated cost of $3,840,747.

e. Flood Control District

1. Recommendation for the County Judge to execute agreements/amendments with:

a. AECOM USA, Inc., dba AECOM USA Group, Inc., in the additional amount of

$25,000 for engineering services to provide sediment removal cost estimates for

the reach of Buffalo Bayou, Unit W100-00-00 from Shepherd Drive to Sabine

Street in Precinct 1.

b. Frank and Paulette Kosut for landscaping maintenance services for property at

20119 Rio Villa Drive in the Rio Villa Subdivision, Unit G103-00-00, Tract 10-

803.0 in the San Jacinto River watershed in Precinct 2.

c. William Conwell for landscaping maintenance services for property at 201

Banana Bend Street in the Banana Bend Estates Subdivision, Unit G103-00-00,

Tract 12-817.0 in the San Jacinto River watershed in Precinct 2.

d. William Conwell for landscaping maintenance services for property at 203

b. Slope failure repairs from Astoria Road to downstream in Precinct 1 at an

estimated cost of $337,000.

c. Brays Bayou federal flood control project, channel modifications, Discrete

Segment 105, for Brays Bayou from Ardmore to Holcombe in Precinct 1 at an

estimated cost of $14 million.

3. Recommendation for approval of changes in contracts with:

a. Lecon, Inc., contractor for channel modifications for Brays Bayou from

Lawndale to Old Spanish Trail, Discrete Segment 102, for the Brays Bayou

federal flood control project in Precinct 2, adding 100 calendar days and

resulting in an addition of $651,112 to the contract amount (08/0539-02).

b. Excalibur Excavation, LP, contractor for general repairs in Precincts 1, 2, and 4,

resulting in an addition of $35,500 to the contract amount (09/0180-01).

c. Terbo Construction, LP, contractor for general repairs in the Brays Bayou

watershed in Precincts 1 and 3, resulting in an addition of $1,550 to the contract

amount (09/0223-01).

d. Texas Sterling Construction Company contractor for channel improvements on

Goose Creek, Unit O100-00-00 from Baker Road to north of West Lynchburg-

Cedar Bayou Road in Precinct 2, adding 80 calendar days and resulting in an

addition of $104,785 to the contract amount (08/0012-03).

4. Recommendation that the director be authorized to renew an annual interlocal

agreement with the Harris-Galveston Coastal Subsidence District in the amount of

$30,000 to continue the district's participation as a co-sponsor in the National

Geodetic Survey state advisor program beginning March 6, 2010.

5. Recommendation for authorization to lease an additional climate-controlled storage

unit from T.C. Jester & 18th, Ltd., dba Heights Self Storage at 1770 East T.C. Jester

Boulevard, and to unify expiration dates of six units for the period ending

September 1, 2010 at a total cost of $7,767.

6. Recommendation for approval of contract and bonds with Serco Construction Group,

Ltd., in the amount of $397,940 for Halls Bayou erosion repairs in the Halls Bayou

watershed in Precinct 2.

7. Recommendation for authorization to close the project for regional detention basin

improvements in Greens Bayou at the confluence of Garners Bayou in Precinct 4.

8. Recommendation that the court acknowledge impact fee deposit receipts for

November and December 2009.

9. Request for approval of cellular phone allowances for two employees, and

authorization to delete a cellular phone allowance.

1. Recommendation for authorization to seek bids for:

a. Space Center Boulevard storm sewer repairs from approximately Station

114+00 to Station 108+00 in Precinct 2 for a two-week period at an estimated

cost of $225,000.

b. Asphalt overlay and base repairs for Becker Road and Peek Road in Precinct 3

for a three-week period at an estimated cost of $1,071,007.

c. Repairs/replacement of concrete pavement, curbs, sidewalks, and related items

in the Lyons Camp area in Precinct 4 for a three-week period at an estimated

cost of $500,000.

d. Kuykendahl Road from Willow Creek to Augusta Pines Drive in Precinct 4 for

a three-week period at an estimated cost of $5,269,639.

2. Recommendation for approval of the following plats:

a. Kennedy Greens Commercial Subdivision in Precinct 1; R.G. Miller Engineers.
