I agree with the above post...I am not aware of any limitations to cash purchases in Houston.
In my experience there is not an inspection before signing the lease but we do use the Inventory and Condition form to evaluate the property just before the tenant moves in. If you represent the tenant it is vital to record any issues with the property and make sure to submit the form to the owner in the timeframe specified in the lease agreement.
