Following the appraisal district for homes in Houston, why is it that the appraisal personnel's only appraise homes without seeing inside of the homes?

If you have a couple of appraisers in your contacts, I would reach out to them and ask them. They are licensed to be an appraiser, therefore they should be to answer that question appropriately for you. I hope this helps. :)

The emergence of Covid-19 has changed a lot of things for virtually everyone and businesses out there. Fannie Mae and Freddie Mac have began to accept Desktop/ Exterior Only appraisals - for safety reasons.

They don't. They try to get in because any improvements will increase the tax owed but in Houston we have very savvy owners. They know they do not have to let them in so they don't. That leaves the appraiser with no other choice but to measure and go by the average comps in the neighborhood.
