This question can go both ways.
You must think about this is the house a new one or old one. The cost will be much cheaper on a new house. The size does matter as well . The service provider fees of your choice. The older house may need things to be repaired before you could get the cost down. If it's a new home ask your builder . Sometimes they have a chart about the bills.

It can vary greatly. Older homes with older AC/Heating systems and poor insulation VS a new home with a radiant barrier, double pane windows, etc. A suggestion would be to contact the Sellers and see if they can provide the last 12 months of electric, gas and water bills. This might give you a range of expenses to expect in the future. Internet and cable can range greatly as well. On previous leased homes, asking for previous bills is even harder!

Keep the age of the AC in mind! 75% of the electric bill 9 months of the year when temperatures are high in Houston comes from the AC. Look at the condenser outside and try to see a manufactured date. 2007 or newer would be better.

Depending on the size of the house, how insulated / energy efficient it is, and resident's usage/preference. I would safely say $500 per month minimum, depending on the time of the year. Hope this helps.

Electric and gas (if we’re talking specifically about A/C and heating with lights in there as well) is going to depend on Home square footage, whether it’s 1 story or 2, what your comfortable home temperature is, year built (newer homes are built more energy efficient), and also how well insulated the home is and the type of insulation. For Internet, cable, that will depend on the provider you choose. Different providers range significantly in those areas depending on speed preferences for the internet and channel package preferences with the cable. Utilities are very difficultly to guess especially without additional information specific to the size of the home and the preferences of you and your family.

Utility cost is hard to guess! It depends on one story to two story, how well insulated the home is, how many square feet, electric company cost per KW etc. My electric bill runs about 250 but we keep our AC up higher. Same thing on Internet and cable, what package you are creating and your company, mine runs about 180 a month. Gas is a little easier, if you have heat, gas will be higher in the winter (150?) and summer (20?) or so. Water can be 50 and up, depending on usage. The best way to get an estimate it talk your agent, you can get estimate from the previous owner or renter.
