Go to HAR. website and put that zip code in. Then search for Realtors that work that area. You can't go wrong with a realtor that service the area. The main regulations / issues that you should be considering are:
1) In newer homes Radon Gas
2) In Older homes Lead and Asbestos (pre 1978 homes)
None of these are deal breakers, but it is important to be aware of them and mitigate the actions.

Zip 77498 has some houses built before 1978, which may have some lead based paint. For such houses, you are entitled to lead based paint inspection if you so choose.
For older houses, you also need to be more careful with your inspections on plumbing (presence of galvanized plumbing) and electrical.
There are not really 'regulations' you need to be aware but the most important fact is that since this zip has older houses, your inspection needs to be more thorough, specifically on items like foundation, roof, plumbing and electrical.
