Choosing the best possible elementary school is critical to a child’s foundational development. In Texas, public school districts adopt curriculum standards set by the State Board of Education. The current standards, called Texas Essential Knowledge and Skills, outline what students should be able to learn and do in each course or grade. The curriculum is structured around the fundamentals of mathematics, science, social studies, language arts, music and reading.
When we compared Tipps Elementary School, which is a part of CYPRESS-FAIRBANKS ISD, with Jowell Elementary School, which is a part of CYPRESS-FAIRBANKS ISD, we noted a slight difference in ratings.
Tipps Elementary School has a regular student population of 1,006 with a 14.7 students/teacher ratio while Jowell Elementary School has 620 students and a student-teacher ratio of 13.1 students/teacher ratio.
Tipps Elementary School earned a State accountability rating of B (80-89) based on three domains: student achievement, school progress and closing the gaps. Scores are scaled from 0 to 100 to align with letter grades. The school scored 70 in student achievement, 92 in school progress and 78 in closing performance gaps. It scored 88 overall in post-secondary readiness, a broad term that refers to student preparedness to undertake multiple pathways after graduation, or specifically, their preparedness for college education.
On the other hand, Jowell Elementary School earned a State accountability rating of C. The school posted 69 in student achievement, 75 in school progress, 70 in closing performance gaps and 74 overall in post-secondary readiness.
A distinction designation acknowledges districts and campuses for outstanding achievement based on the outcomes of several performance indicators. Distinction designations are awarded for achievement in several areas and are based on performance relative to a group of campuses of similar type, size, grade span, and student demographics.
Both schools garnered only one distinction designation or award for performance. For Tipps Elementary School this is in with 25% student progress while Jowell Elementary School secured one for Science.
Based on Racial/Ethnic Groups, Hispanics comprise the biggest group at Tipps Elementary School. They make up for 65.90% of student population, followed by African Americans (20.97%), Whites or Caucasians (4.67%), Asians (4.08%), Two or More Races (2.49%) and Native Americans (1.89%).
At Jowell Elementary School, Hispanics are the biggest group, comprising 60.65% of student population, followed by African Americans (26.94%), Whites or Caucasians (5.32%), Asians (4.52%), Two or More Races (1.29%) and Native Americans (0.97%).
Based on household incomes, Tipps Elementary School’s economically disadvantaged students is slightly higher at 91.55% compared to 84.68% at Jowell Elementary School.
In terms of Limited English Proficiency (LEP), a term used in the United States that refers to a person who is not fluent in the English Language, mainly because it is not their native language, Tipps Elementary School has a significantly higher number of English Language Learners comprising 44.63% of its student population compared to 28.06% at Jowell Elementary School.
In addition, Tipps Elementary School has 44.04% bilingual students, 1.39% are in the gifted and talented program, while 10.14% are in the special education program. This stacks up against Jowell Elementary School with 27.10% bilingual students, 2.10% gifted and talented students and 14.03% students in the special education program.
68 teachers employed at Tipps Elementary School have been teaching in the school for an average of about 7.1 years with individual teaching experience averaging 10.3 years. The 47 teachers at Jowell Elementary School have been serving the school for an average of 5.8 years with individual teaching experience averaging 8.9 years.
Of its teaching staff, Tipps Elementary School no teacher serving the school for over 30 years, has ten teachers serving the school for 20-30 years, 22 teachers have worked for 11-20 years, 11 teachers have worked for 6-10 years, while 22 teachers have been serving the school for over 1-5 years, including four beginning teachers. Jowell Elementary School has one teacher only serving the school for over 30 years, has three teachers serving the school for 20-30 years, 11 teachers have worked for 11-20 years, 16 teachers have worked for 6-10 years, while 14 teachers have been serving the school for over 1-5 years, including three beginning teachers.
In both schools, female teachers outnumber the male teachers. At Tipps Elementary School there are 62 female teachers and six male teachers. Of its teaching staff, nine special education teachers are being assisted by 29 teachers aides or paraprofessionals. In addition to its teaching staff, the school has three staff members in the school administration department and 11 more working as school support staff.
At Jowell Elementary School there are 40 female teachers and seven male teachers. Of its teaching staff, six special education teachers are being assisted by 18 teachers aides or paraprofessionals.
