Choosing the best possible elementary school is critical to a child’s foundational development. In Texas, public school districts adopt curriculum standards set by the State Board of Education. The current standards, called Texas Essential Knowledge and Skills, outline what students should be able to learn and do in each course or grade. The curriculum is structured around the fundamentals of mathematics, science, social studies, language arts, music and reading.
When we compared Horn Elementary School, which is a part of HOUSTON ISD, with Neff Ecc, which is a part of HOUSTON ISD, we noted a slight difference in ratings.
Horn Elementary School has a regular student population of 752 with a 17.6 students/teacher ratio while Neff Ecc has 570 students and a student-teacher ratio of 16.7 students/teacher ratio.
Horn Elementary School performed excellent to earn a State accountability rating of A (90-100) based on three domains: student achievement, school progress and closing the gaps. Scores are scaled from 0 to 100 to align with letter grades. The school scored 96 in student achievement, 96 in school progress and an impressive100 in closing performance gaps. It scored 97 overall in post-secondary readiness, a broad term that refers to student preparedness to undertake multiple pathways after graduation, or specifically, their preparedness for college education.
On the other hand, Neff Ecc earned a State accountability rating of B. The school posted only 87 overall in post-secondary readiness.
A distinction designation acknowledges districts and campuses for outstanding achievement based on the outcomes of several performance indicators. Distinction designations are awarded for achievement in several areas and are based on performance relative to a group of campuses of similar type, size, grade span, and student demographics.
Horn Elementary School's six out of seven distinctions are in Reading/English Language Arts (ELA), Mathematics, Science, post-secondary, with 25% student progress and 25% closing performance gaps. Neff Ecc did not earn any distinction.
Based on Racial/Ethnic Groups, Asians comprise the biggest group at Horn Elementary School. They make up for 38.03% of student population, followed by Whites or Caucasians (31.78%), Hispanics (17.69%), Two or More Races (6.91%), African Americans (5.45%) and Native Americans (0.13%).
At Neff Ecc, Hispanics make up 86.84% of student population, followed by African Americans (7.54%), Asians (3.33%), Whites or Caucasians (1.93%), Native Americans (0.18%) and Two or More Races (0.18%).
Based on household incomes, the Horn Elementary School’s economically disadvantaged students is significantly lower at 17.82% compared to 95.79% at Neff Ecc.
In terms of Limited English Proficiency (LEP), a term used in the United States that refers to a person who is not fluent in the English Language, mainly because it is not their native language, Horn Elementary School has 140 English Language Learners or ELLS or about 18.62% of student population. Neff Ecc has significantly more ELLs at 452 or about 79.30% of student population.
Horn Elementary School’s bilingual students comprise 17.55%, gifted and talented students, 38.03%, while 7.31% are in the special education program. Neff Ecc bilingual students comprise 79.30%, gifted and talented students, 1.05%, and 3.51% are in the special education program.
42 teachers employed at Horn Elementary School have been teaching in the school for an average of about 10.6 years with individual teaching experience averaging 13.3 years. The 34 teachers at Neff Ecc have been serving the school for an average of 7.9 years with individual teaching experience averaging 10.2 years.
Of its teaching staff, Horn Elementary School has two teachers serving the school for over 30 years, has nine teachers serving the school for 20-30 years, nine teachers have worked for 11-20 years, ten teachers have worked for 6-10 years, while 11 teachers have been serving the school for over 1-5 years, including two beginning teachers. Neff Ecc no teacher serving the school for over 30 years, has two teachers serving the school for 20-30 years, 16 teachers have worked for 11-20 years, five teachers have worked for 6-10 years, while 11 teachers have been serving the school for over 1-5 years, and school has no beginning teacher.
In both schools, female teachers outnumber the male teachers. At Horn Elementary School there are 41 female teachers and one male teacher only. Of its teaching staff, four teachers are aides or paraprofessionals. In addition to its teaching staff, the school has one staff members in the school administration department and three more working as school support staff.
At Neff Ecc there are 32 female teachers and two male teachers. Of its teaching staff, one special education teacher is being assisted by two teachers aides or paraprofessionals.
