To Stakeholders of the City of Houston's Downpayment Assistance Programs:

Last week's negative story claiming that the Downpayment Assistance Program is broke and shutdown is untrue.

We apologize to our participating Lenders, Builders, Realtors, and most importantly, to the Homebuyers for the apprehension caused by this negative story.

Let me reassure you that although the Hurricane Dolly/Ike Disaster Relief (DIDR) Program has ended, we are still processing and funding the regular HAP grants, the Houston Hope grants, and the Workforce Downpayment Assistance grants.

The City Controller appropriately stopped payment of Hurricane Dolly/Ike Disaster Relief (DIDR) Program grants until assured that Houston will be reimbursed by the Texas Department of Housing and Community Affairs (States), the money already paid for closed grants.  Excellent progress was made last week with the State of Texas to expedite the reimbursement.

Since this program is funded by the State and administered by our department under a Reimbursement Basis, we are submitting our DIDR grants to the State for processing, approval, and reimbursement.

On Friday, February 26, 2010 the State received our first batch of grants.  We are confident the State will begin reimbursing the City in a few days.  Once the reimbursement begins, the City Controller will be in a position to reconsider their decision to again authorize the payment of all remaining DIDR grants.

During this period of time, there will be a delay in the normal processing time for our DAP homebuyers.  Please continue to submit your files for these programs as usual.
