You need to find out why someone wants it filled in, the cost to repair and down the road how will this affect value and then what if next owner wants to put in a pool and then realizes they have to incur the cost Excavating the one that was filled in. Sounds like some research needs to be done and some numbers run to see how beneficial it would be.
My suggestion is to look at the cost to fix and if out of the budget of the seller, suggest an offset on the price to sell, "as is". A buyer may want to do a pool renovation.

You can not just fill in a pool with dirt. There are steps with the city that they have to follow. If the home has been surveyed and the pool is showing up then they need to show that the pool has been removed and have some one come resurvey it. But they can not just fill the pool with dirt, they would need to follow the proper channels.
Depends. Is it repairable? And if so at what cost. It's also not as easy to fill them in as it sounds. What does a pool add to the value of a home? People don't usually buy a home because of a pool, but they may turn it down because of one.
