Political Affairs Advisory Group Motions:


Motion 1: The HAR Political Affairs Advisory Group recommends to the HAR Board of Directors approval to support Richard Garcia for Harris County Treasurer in the November 7, 2006 election.


Motion 2: The HAR Political Affairs Advisory Group recommends to the HAR Board of Directors approval that HAR will not take action in the Congressional District 22 Special Election to be held on November 7, 2006.

Motion 3: The HAR Political Affairs Advisory Group recommends to the HAR Board of Directors approval to support the following judicial candidates in contested races in the November 7, 2006 election:

Governmental Affairs Advisory Group Motions:

Motion 1: The HAR Governmental Affairs Advisory Group recommends to the HAR Board of Directors support for the following Public Improvement Bonds and Charter Amendments on the November 7, 2006 ballot (Language has already been approved by the Houston City Council for inclusion on the ballot.):

Proposition A
The issuance of $320,000,000 street and drainage improvement bonds and the levying of taxes sufficient for the payment thereof, without limitation of such levy by any provision of the home rule charter of the City of Houston, Texas.

Proposition B The issuance of $135,000,000 police and fire improvement bonds and the levying of taxes sufficient for the payment thereof, without limitation of such levy by any provision of the home rule charter of the City of Houston, Texas.

Proposition C The issuance of $55,000,000 park and recreational improvement bonds and the levying of taxes sufficient for the payment thereof, without limitation of such levy by any provision of the home rule charter of the City of Houston, Texas.

Proposition D The issuance of $60,000,000 general improvement bonds and the levying of taxes sufficient for the payment thereof, without limitation of such levy by any provision of the home rule charter of the City of Houston, Texas.

Proposition E The issuance of $37,000,000 library improvement bonds and the levying of taxes sufficient for the payment thereof, without limitation of such levy by any provision of the home rule charter of the City of Houston, Texas.

Proposition F The issuance of $18,000,000 affordable housing bonds and the levying of taxes sufficient for the payment thereof, without limitation of such levy by any provision of the home rule charter of the City of Houston, Texas.

Proposition G Shall the City Charter of the City of Houston be amended,while preserving limitations on the growth of property tax revenues and water and sewer rates, to exclude from Charter limitations revenues of enterprise funds not funded with property taxes (e.g., the Airport System), and to make other adjustments allowing revenues to be treated consistently from one year to the next?

Proposition H Shall the City of Houston be authorized to collect and spend $90 million for increased police, fire and emergency medical services, without raising the property tax rate?

Motion 2: In light of the revisions to the City of Houston’s Flood Plain Ordinance, effective October 1, 2006, the HAR Governmental Affairs Advisory Group (GAAG) recommends the appointment of a committee represented by legal counsel and GAAG and MLS representatives to determine if disclosure forms need to be developed and, if so, draft such forms for HAR Board approval.

Graffiti Ordinance Update - In our September 12, 2006 Governmental Affairs Advisory Group meeting, we spoke with Council Member Adrian Garcia’s Chief of Staff, Giovanni Garabay, regarding the City of Houston’s Abatement of Visual Blight Ordinance. No recommendations will be made at this time until we receive answers to questions that were raised during the meeting from City Council Member Adrian Garcia’s Office. This ordinance is expected to come before Houston City Council the first part of October.

Events:

On September 13, 2006, HAR Governmental Affairs Department hosted the Distinguished Women of Politics Luncheon honoring Texas Agriculture Commissioner Susan Combs, candidate for State Comptroller, and State Representative Martha Wong, who is running for re-election, in the HAR Board Room. Twenty HAR members were in attendance. Commissioner Combs discussed her plans on streamlining processes in the Comptroller’s office. Representative Wong gave an update on the last legislative session relating to the budget, public school finance, property taxes, and her plans to continue her efforts. A question and answer session followed.

Plans are being developed for an HAR event in the Kingwood-Humble area with special guest, U. S. Representative Ted Poe, at Walden on Lake Houston Golf & Country Club in Humble on October 24, 2006. More information will follow as our plans are developed.

The end of year push has begun with several challenges, phone calls and a mail piece going out to office managers and brokers. Please encourage those in your office to make their investment online today so we can reach our $575,000 fundraising goal.

TREPAC Hold 'Em - Bay Area Casino Night.

On Saturday, August 19, HAR hosted a Bay Area Casino Night at the Kemah Community Center. Approximately 160 people attended the event which raised over $13,000 for TREPAC. Congratulations to TREPAC Trustee Linda Fee and incoming TREPAC Trustee Billy Burt for their hard work on this event. We hope to make this an annual event for HAR in the Bay Area.

2006 Greater NW Bowl-a-thon
HAR's annual Bowl-a-thon survived not only a change of date but also an increase in ticket price to raise more money than ever before. The Greater NW team raised $6,200 for TREPAC and we had a sold-out venue on Friday, August 25. Special thanks to incoming HAR Director Sharon Tuesink, TREPAC Trustee Rochelle Barrow and Bowl-a-thon Chair Cherie Johnson for all their efforts.

Great Balls of Fun - HAR's annual Fort Bend Golf Tournament has moved to Sienna Plantation Golf Club!
HAR's Fort Bend Golf Tournament on Tuesday, September 19 has been completely sold out for the past two weeks. Congratulations to Committee Chair Susie Mahoney and our fantastic Golf Committee! We look forward to a great event on the 19th.

TREPAC Celebrates the 2006 Fundraising Year with Margarita's & Martini's on September 27.
All 2006 TREPAC investors from $250 and above will be invited to attend this special Cocktail Reception from 4:30 -6:30 p.m. at Escalante's Mexican Restaurant in Highland Village. Invitations will be sent out prior to the Board Meeting on September 18. We hope that you'll be able to join us.
